CARLO URBANI PROJECT
 

The project was built upon a longstanding cooperation between Hue’ College of Medicine and Pharmacy and the University of Sassari which had started in 2001 thanks to the efforts of Prof. Piero Cappuccinelli, Director of the Division of Clinical and Experimental Microbiology, Department of Biomedical Sciences.

Following the tragic death of Dr. Carlo Urbani in 2003, Sassari University’s Department of Biomedical Sciences promoted a Consortium with the University Vita e Salute of San Raffaele Hospital in Milan, the ASL of San Salvatore Hospital in Pesaro, AISPO Ngo and the Italian Association of Carlo Urbani.

The purpose of the Consortium was to create positive synergies between the different stakeholders and manage scientific and cooperation interventions related to the spread of emerging infections in Vietnam.

Following a successful project proposal, the Italian Government granted a total of 1.9 M euro to the Universities Consortium, to be disbursed in two phases. Phase 1 objective was to build and equip a BSL-3 laboratory capable of managing highly infectious pathogens and train Vietnamese staff in advanced microbiology techniques as well as to raise awareness on the challenges posed by emerging infections on the health system.

The Phase 2, on the other hand, builds and equipped the ICU of the new wing of the University Teaching Hospital, with a special isolation unit to handle highly infectious patients.

The two units (BSL-3 lab and ICU) are functionally integrated into the Carlo Urbani Center  where faculty staff and external consultant are working together for the diagnosis, research and training on emerging infections with special focus on respiratory pathogens and diseases, including training programmes for health staff of 10 provinces of Central Vietnam.

The aim of Phase 3, started I November 2013 and still going on is The organization and running of a master course in Medical Biotechnology for training of students with medical and other scientific degree both from Vietnam and neighboring countries.

Support the organization of the Institute of Biomedical Research and Biotechnology" at HUMP. Support the  development research in scientific fields of diagnostics and molecular epidemiology, genetics of disease and  improving diagnosis and therapy through the use of biotechnology.
 

This phase will end in November 2016.

PROJECT TIMELINE

  October, 2000 - Cooperation between Hue College of Medicine and Pharmacy and University of Sassari, Italy begins.
  December, 2003 - Hue University of Medicine and Pharmacy, University of Sassari and the Office of Cultural Cooperation, Italian Embassy in Vietnam:  Draft outline and development of a project in memory of Dr Carlo Urbani.
  2004 - 2006 - Detailed project proposal for the creation of a Center on Respiratory Infections covering Central Vietnam is submitted for approval to the Directorate General of Development Cooperation (DGCS) in the Ministry of Foreign Affairs, Rome.
  November, 2006 - The project is approved and an initial grant is allocated by the Italian Government for the implementation of Phase 1 of the project.
  January -May, 2007 - Project‘s documents approved by Ministry of Education and Training, Ministry of Health and later submitted to the Ministry of Planning and Investment.
  June, 2007 - Project’s documents approved by Ministry of Education and Training, Ministry of Health, Ministry of Planning and Investment.
  Jully, 2007 - Project signing ceremony between Hue College of Medicine and Pharmacy and University of Sassari at the Italian Embassy, Hanoi.
  August, 2007 - Project‘s document approved on implementation by the Prime Minister of Socialist Republic of Vietnam.
  October, 2007 - The implementation of phase 1 of the Project begins.
  March, 2009 - Inauguration of a Biosafety Laboratory level 3 (BSL-3) – Carlo Urbani Centre
  2010 - Phase 2 begins. The end of this phase is forecasted for June 2012
  May 2012 - Inauguration of ICU
  November 2013 - Phase 3 begins. The end of this phase is forecasted for November 2016
